Invitation to Bid

Please be informed of the schedule of our upcoming bidding.

For those who intend to join the bidding, please take note of the following:

1.  To pre-qualify for the bidding, interested bidders must submit the following documents to the Bids and Awards Committee (BAC) c/o AFD Office, SEAFDEC/AQD, Tigbauan, Iloilo on or before 05 August 2026 at bac@seafdec.org.ph :

   • Updated Contractor Information Sheet
   • Letter of Intent and authorization to join the bidding
   • Business/Company Profile with updated list of clients
   • SEC Certificate of Registration (for corporation) or DTI License (for sole proprietorship and partnerships)
   • BIR Certificate of Registration (BIR Form 2303)
   • Valid Mayor’s Permit/Business permit/License to Operate
   • Valid Philippine Contractors Accreditation Board (PCAB) License
   • Latest Audited Financial Statements

2. Eligible bidders or their authorized representative must attend the pre-bid conference scheduled on:

   They must also undergo a mandatory site inspection after the pre-bid conference.
   Attendance to the site visit is a pre-requisite to become a qualified bidder. Eligible bidders must pay the amount of PHP 1,000 for the cost of bid documents. Fees are non-refundable. (JR#083-06-2026) 

3. All Financial Bids (FB) shall be presented using the Form 001-BAC.rev2018. The bidders may attach extra sheets if necessary, to support breakdown of bid amount. All FB must be dropped in the bid box provided in a sealed envelope, properly labelled with the name of the contractor, JR number, and project description to:

4. Eligible bidders or their authorized representative must attend the opening of bids which will follow right after the deadline of submission, unless expressly waived by the bidder in writing. Late submission will not be accepted by the Committee.
5. Bidders will be automatically disqualified if the bid amount is:

   a) higher than the estimated project cost
   b) lower than 85% of the approved budget for the project or

6. The BAC thru its Chairman reserves the right to extend the deadline for
   submission of bids and to reject any or all bid offers, without thereby incurring
   any liability to the affected parties, to waive any defects therein and to accept
   such offers as may be considered most advantageous to the interest of the
   Department.
